The Council

Speaking for the membership?

SIR,-I entirely support Mr W. D. Emmett in his criticism of the Council for ignoring the referendum result to which he refers (PJ, April 29, p657).
Like him, I have been on the register for long enough (44 years) to remember when the voting system was satisfactory by virtue of being both comprehensible and responsive to electors' preferences. In responding to the recent questionnaire I made this point as forcefully as I could, but on the basis of those 44 years' experience I entertain little hope that any opposing opinion will be heeded.
Indeed, in a different context Mr D. K. Rayner (PJ, April 29, p655) highlights the extent to which the Council, despite achieving office via a flawed electoral procedure, nevertheless arrogates to itself the right to speak not only for the majority but for the whole membership. I, therefore, Sir, with much respect have to dissent from your comment on Mr Rayner's letter.
