New NHS structure proposed for Wales
A new structure for the National Health Service in
Wales, intended to simplify its organisation and to make it more accountable,
has been put forward by the Welsh Minister for Health and Social Services
Jane Hutt.
The proposal, announced on July 18, is to develop
local health groups into local health boards and give them a strengthened
role, with responsibility for commissioning, securing and delivering health
care. Membership of local health boards will include representatives of
local authorities and local people. Local government will also be given
a role in developing and implementing strategies for health and well-being,
working in consultation with local strategic partnerships. Management
at the national level is to be strengthened to provide greater leadership,
direction and oversight in order to hold local health boards and NHS trusts
accountable for their actions and for the services they provide and commission.
Welsh health authorities will be abolished.
