Legislation by stealth

I was only vaguely aware of the consultation document, “Shifting the balance of power within the NHS”, and its far-reaching implications for community pharmacy until I read Dr Hopkin Maddock’s article (PJ, 18 August). To be given a consultation period of only 29 working days is unacceptable. Many pharmacy bodies will find it impossible to convene meetings at such short notice at this time of the year and thus will be unable to construct considered responses. It is easy to conclude that we are being subjected to legislation by stealth.
