Why no change?

As the original proposer of Slough branch's motion asking for a reconsideration of the single transferable vote system for election of Royal Pharmaceutical Society Council members, I was disappointed to read in the report of the recent Council meeting (PJ, 13 October, p530) that a decision has been taken to defer this change pending the review of the Council planned under the modernisation programme. As the report accurately noted, the past three branch representatives' meetings have supported a return to the seven votes system. It was interesting to note that rejection of this proposal was not one of the four possible courses of action presented to the Council, which leads to an assumption that it must accept the principle. I would ask, therefore, why a change should not be activated immediately. What is required to persuade the Council to make a change? At the very least, it could have been expected that the Council should instruct the review body that it is the will of the membership that any recommendation must include a change to the seven votes system.

When can we expect the members of the review body, whoever they may be, to produce their report and when, after that, can we expect any action? Experience has shown that action does not always follow proposals from Lambeth.
