Scottish Department: Eight candidates contesting six places in Scottish Executive election

Eight candidates are contesting this year's election of six members of the Scottish Department Executive of the Royal Pharmaceutical Society. They include all six of the retiring executive members — Dot Anderson, George Downie, David Forbes, Dr Steven Kayne, Fiona McMillan and Alison Strath. They are joined in the election by Maurice Hickey and Edward Mallinson

We have been supplied with the following biographies of the eight candidates for election to the Scottish Executive. Voting papers will be circulated to all members of the Society with registered addresses in Scotland and must be returned by 4pm on Wednesday 11 June


Dorothy Anderson, BSc(Hons), MSc Clinical Pharmacy, MRPharmS. Registered in 1975. Independent consultant pharmacist. Chairman, Edinburgh and Lothian branch since 2000. Member of Lothian Area Pharmaceutical Committee since 2000. Non-executive board member, Health Technology Board for Scotland 2000–02; chairman of the "audit committee forum" for non-executives 2000–02. Member of the Scottish Executive since 2000. Formerly director, Pharmacy Practice Division, Director Dental Practice Division, Assistant Director, Scottish Pharmacy Practice Division, Area Specialist Lothian Drug Information Service 1979–93.


George Downie, MSc, FRPharms, of Aberdeen, registered in 1967. Trust Pharmacy Manager of Grampian Primary Care NHS Trust. Member of Society's Scottish Executive, past chairman of Grampian Area Pharmaceutical Committee and Aberdeen and North Eastern Scottish branch of the Society, member of National Pharmaceutical Advisory Committee 1977–90 and vice-chairman 1990–94. Chaired several Scottish Office working groups. Recipient of a number of awards for developing pharmacy practice.


David Forbes, MRPharmS. Locum community pharmacist (four years). Own pharmacy in Banchory (near Aberdeen) for 26 years, 1973–99. Former secretary, treasurer and chairman of the Aberdeen and North Eastern Scottish branch of the Society. Past member of the executive of the Scottish Pharmaceutical Federation; past member of the Scottish Pharmaceutical General Council's standing committee; past chairman of the Grampian Chemist Contractors Committee and of the local negotiation team; past chairman of the area pharmaceutical committee; current secretary of Grampian Chemist Contractors Committee; member of the steering group for the Right Medicine in Grampian; Member of the Executive of the Society's Scottish Department 1991–94, 1997–2003.


Maurice Hickey, MBA, BSc (Hons), MRPharmS, FRSA, of Forres, Morayshire, registered in 1982. Community pharmacy contractor, Forres, since 2000. Pharmacist member of Moray Local Health Care Co-operative core management Group; public relations spokesperson, Moray and Banff branch of the Society. Previously, contractor in Plymouth, Devon, 1991–2000, locum 1989–91, full-time MBA, Strathclyde Graduate Business School, 1988–89, community pharmacist 1984–88, hospital pharmacist 1981–84. Past chairman, secretary and public relations officer, Plymouth branch; National Pharmaceutical Association regional spokesman.


Dr Steven Kayne, BSc, PhD, MBA, LLM, MSc (Sp Med), DAgVetPharm, FRPharmS, FCPP, FIPMI, FNZCP. Community pharmacist, Glasgow. Member of Society's Scottish Executive 2000–03; vice-chair Glasgow and West of Scotland branch 2001–03. Governor, College of Pharmacy Practice; chair, College of Pharmacy Practice in Scotland. Member expert advisory panel of various Scottish, UK and European bodies, including the UK Committee on Safety of Medicines and the UK Medicines Control Agency. Visiting lecturer, University of Strathclyde School of Pharmacy. Honorary consultant pharmacist Glasgow Homeopathic Hospital.


Fiona McMillan, Pharmacy BSc Hons (1986), MRPharmS (1997), MSc (Clinical Pharmacy) (1989), MCPP (1991), MBA (1997), MCPP Adv (1998). Membership of professional groups: Scottish Executive of the Society. Steering group of the CPSiS. APC, Glasgow. ASTCP subgroup — education and training. Risk management committee, NGUHT. Research and development committee, NGUHT. Divisional clinical governance committee, NGUHT. Governor of the College of Pharmacy Practice. RPSiS representative, SIGN council. Preregistration tutor. Edward J. H. Mallinson, LLM, MPharm, FRPharmS, FCMI, Hon MFPHM, of Bothwell, registered in 1973. Specialist in pharmaceutical public health, NHS Lanarkshire since 1984; formerly district pharmaceutical officer, Perth and Kinross, 1978–83. Member of Society's Scottish Executive 2000–02. Society Charter Silver Medallist 2001. Secretary and treasurer, Society's Lanarkshire branch, since 1984; former secretary, Society's Dundee branch (1978–83). Committee member of Pharmacy Law and Ethics Association. Treasurer to British Pharmaceutical Conference (Glasgow) in 1996. Member of the National Appeal Panel for the entry to Pharmaceutical Lists in Scotland since 1987.


Alison Jane Strath, MRPharmS, Broughty Ferry. Community pharmacy contractor, Elie, North East Fife; principal pharmaceutical officer, pharmacy strategy implementation team, Scottish Executive (part-time post); immediate past chairman of the Society's Scottish Executive (2000–02); member of National Pharmaceutical Forum; chairman, Tayside Area Pharmaceutical Committee; member of the Primary Care Modernisation Group; member of the Scottish Diabetes Group; member of North East Fife Pharmacy Locality Group.
