What was object of circulating “draft” Charter?

Your editorial (PJ, 7 June, p780) confirms a fact that came to light during the special general meeting. The “draft” Charter that was circulated in The Pharmaceutical Journal, had not been approved by Council.

In that case, who authorised its inclusion in the PJ and what was the object of circulating it? At the SGM we were told that this was simply so the membership could see what a revised charter might look like. I am reminded irresistibly of Jim Hacker trying to justify actions taken by the civil service in “Yes Minister”.

What worries me is who is playing the role of Sir Humphrey and will they ever have to admit to being “economical with the truth”?

ANN LEWIS, Secretary and Registrar, Royal Pharmaceutical Society, replies:

The Council reaffirmed last week (PJ, 7 June, p801) that the draft that is currently being consulted upon was agreed by the Council to be issued as a basis for consultation — no more, no less. It had been discussed by the Council and modified in the light of their comments but was not put forward as the Council's preferred draft. I made this clear at the special general meeting (PJ, 7 June, p807).
