Transitional model for contract in Scotland

A transitional model of funding before full implementation of the new contract for community pharmacists in Scotland is being drawn up.

Frank Owens, chairman of the Scottish Pharmaceutical General Council, said that the SPGC had started discussions with the Scottish Executive Health Department about the merits of a transitional model.

“There is much work still to be done and it will therefore be some months before we are in a position to comment further,” said Mr Owens. He added that contractors would be consulted once a workable model had been drawn up.

The reason for choosing transitional implementation is that putting the infrastructure in place to enable pharmacists to meet the new contract will take time.

The new contract in Scotland will consist of four core component services. “Work on the financial modelling to date has concentrated on production of a hybrid model with both the minor ailments service and chronic medication service being funded through capitation fees, the acute medication service funded through an item of service payment and the public health service potentially funded through provision of a fixed element,” said Mr Owens.
