MPs want all research online

Details of all UK academic research should be deposited in online repositories where it can be read free of charge, the House of Commons Science and Technology Committee has said.

The committee says that this should be a requirement for all UK publicly funded research. It also wants a central fund to which researchers can apply to pay for their work to be published.

Under the proposals (PDF 1.4 MB), research authors would retain copyright over their work and licence it to journal publishers instead of having to give copyright to publishers, as at present.

After carrying out an inquiry into scientific publication, the committee expressed concern over the ability of academic libraries to buy all the journal subscriptions they need.
