A ridiculous, frivolous attitude

I would be interested to know who is behind the design of the front cover of The Pharmaceutical Journal of 12 March.
It shows a ridiculous, frivolous attitude of an occupations that is trying to be taken seriously. Is this how the Royal Pharmaceutical Society’s Council is viewed — as an unlucky dip or a mixture of allsorts?
