What happened to joined-up government?

Two news items caught my eye in The Pharmaceutical Journal of 9 September: first, that the Medicines and Healthcare products Regulatory Agency is going to allow homoeopaths to sell their products without any evidence of efficacy (p301) and, secondly, that the National Institute for Health and Clinical Excellence will tackle practices that persist without an evidence base (p301).

What was the line about supposedly joined-up government again?
