Unsatisfactory explanation

I agree with Anthony Cox (PJ, 1 September, p233) that your reason for not publishing the website address of the membership fee petition (because you wanted to encourage participation in an official consultation) is unsatisfactory.

How does participating in a website petition prevent any Royal Pharmaceutical Society member from participating in an official consultation?
