Scottish CD regulations to come into force on 1 February

Changes to record keeping requirements for Controlled Drugs will come into force in Scotland on 1 February 2008. Guidance on these requirements was published by the Scottish Government at the end of December 2007.

From 1 February, certain details relating to the identity of a person collecting a prescribed schedule 2 CD must be recorded. An entry in the CD register must state whether the person collecting the CD was the patient, a representative or a healthcare professional.

If the person is a healthcare professional, his or her name and address should be recorded. If the person is the patient or a representative, the entry should state whether proof of identify was requested and whether it was provided. If evidence was not requested, the guidance says it is good practice to state the reason for this.

The guidance also sets out the information that can be recorded in a CD register and provides an updated list of accountable officers for CDs in Scotland. It can be accessed online (PDF 170K).

Interim guidance on requirements for requisitions and record keeping for CDs in England, which applies from 1 February 2008, was issued last year (PJ, 27 October 2007, p462).

CDs in Wales Legislation enabling accountable officers to authorise the destruction of Controlled Drugs in Wales will be extended for a further six months. The legislation was due to expire on 31 December 2007.

The Welsh Assembly Government says that new legislation relating to accountable officers in Wales will be in place by the end of this extension period.
