Statutory Committee inquiries

The Statutory Committee will meet at the Royal Pharmaceutical Society of Great Britain, 1 Lambeth High Street, London SE1, at 9.30am on Monday 21 March, Tuesday 22 March, Wednesday 23 March and Thursday 24 March 2005 to hear the following inquiries and applications:

Monday 21 March
1. The committee will continue an inquiry from 21 February 2005 into a complaint by the Council of the Society against Ghislaine Brant (registration number 70438) which alleges that the dispensing of excessive doses of diamorphine against prescriptions written by a doctor, the failure to maintain appropriate stocks of diamorphine in lower dosages, the failure to exercise sufficient scrutiny of prescriptions for excessive doses of diamorphine, the failure to exercise sufficient control over the product supplied; and the failure to exercise the professional judgement and/or the objectivity of a reasonably careful and competent pharmacist, the failure to act towards the doctor in a way that was to the benefit and welfare of the public and patients and the failure to discharge obligations as a pharmacist to patients may amount to misconduct.

2. An inquiry into the case of Philip Terry (registration number 72613) who has been convicted of theft and driving while unfit to drive through drugs.

Tuesday 22 March
3. An inquiry into a complaint by the Council of the Society against Brian Partridge (registration number 64916) which alleges that various failings, including failings in relation to the storage of medicines, inadequate medications labelling, dispensing errors, inappropriate behaviour towards customers, the poor condition of the dispensary, absence of final checks before dispensing, presence of Controlled Drugs on dispensary shelves, presence of date-expired medicines and supply of methadone to a third party without patient authorisation, may amount to misconduct.

Wednesday 23 March
4. An inquiry into a complaint by the Council of the Society against Shital Popat (registration number 84548) and P.I.L. Ltd which alleges that various failings in relation to the presence of patient-returned medicines or medicines that have been left uncollected for a significant period of time on shelves in a monitored dosage system room (MDS), the presence of medicines not properly labelled with batch numbers and/or expiry dates, the presence of temazepam in the MDS room, unsatisfactory working conditions and failure to have in place an adequate system of disposal of patient-returned medicines may amount to misconduct.

Thursday 24 March
5. The committee will continue consideration of an application for restoration by Rajendra Gulubchand Shah (former registration number 76470) whose name has been removed from the register.

6. An inquiry into a complaint by the Council of the Society against Domenico Loiacono (registration number 1078636) which alleges that various failings in relation to a dispensing error, failure to appreciate the difference between fusidic acid eye drops, which were dispensed, and fusidic acid H/C cream, which was prescribed, labelling errors, failure to make an entry in the Controlled Drug Register and failure to give an adequate explanation to his employer regarding this omission, and failure to check and refrigerate a supply of temperature sensitive insulin, may amount to misconduct.
